How to File an Appeal

Before filing an appeal, you must first complete your agency’s EEO complaint process and receive a Final Agency Decision (FAD).

Appeals must be filed within 15 calendar days of the date the FAD was issued.

OWE does not accept mailed or paper forms. All appeals must be submitted online.

Steps to File an Appeal

Please click here to file an appeal. You will be directed to a new page.

Then:

  1. Complete all required fields marked with an asterisk (*).
  2. Select only the protected category (basis) that your agency accepted in your original complaint.
  3. Provide a short statement explaining why you disagree with the agency’s decision.
    Your statement should include:
    • A brief timeline of events
    • The date(s) of the alleged discrimination
    • Why you believe the agency’s decision was incorrect
    • What evidence in the investigation supports your position
  4. Attach a copy of your Final Agency Decision (FAD).
    Do not attach additional documents.
  5. Sign the form electronically to confirm the information is true.

Important:

  • You may not submit new evidence or new allegations at the appeal stage.
  • Appeals are limited to the existing investigation record.
  • After submitting your appeal, no further action is required unless contacted by OWE.
