In 2023, the Department of Human Resource Management and the State Council of Higher Education, VTOP, partnered to create centralized support for Virginia state agencies and interns. After months of collaboration, they launched the COVA Internship Connection Pilot in May 2023, open to all Commonwealth of Virginia state agencies.
