HB1641 passed the House of Delegates and the Senate unanimously, and was signed into law by Governor McAuliffe on March 17, 2015. It states: “All agencies in the executive branch of state government and all public institutions of higher education shall, to the maximum extent possible, be certified in accordance with this section."
