Recruitment Management System Updates


RMS UPDATE AS OF MAY, 2007

Microsoft Word 2007

At this time, RMS cannot support Microsoft Word 2007 documents with the file extension “docx.”  Applicants using the 2007 version of Word for resumes and cover letters should use an older version of Word or create a pdf of the document(s) to upload to RMS.

RMS Time-to-Fill Reports

RMS Time-to-Fill Reports for the fourth quarter will be distributed to agencies no later than July 20, 2007.

Posting Specific Questions

Posting specific question are preliminary screening questions and are not a substitute for appropriate screening that allows qualified applicants to be considered for employment.  Employment Law and the Uniform Guidelines on Employee Selection Procedures are applicable to posting specific questions and disqualifying points.  Therefore, agencies are cautioned to create good posting specific questions applicable to the required job qualifications and to use disqualifying points as a ranking tool not a means of eliminating applicants from the applicant pool.  DHRM will provide additional guidelines for developing good posting specific questions and using disqualifying points.  Submit questions relating to posting specific questions to:  rmsinquiry@dhrm.virginia.gov.

Specific Questions Added to Each Job Posting (Implemented June 11, 2007

Effective June 11, 2007, each time an applicant applies for a job posting the applicant will be required to answer four specific questions (see below) automatically generated by the RMS. The responses to these questions will be displayed on the application in the Supplemental Questions section.   These four questions are required for 1) more timely identification in the recruitment process of applicants in layoff status; and 2) to collect data on media sources.

Required Questions:

  1. Do you have a Preferential Hiring Form (Yellow Form) as issued under Policy 1.30 Layoff? (Commonwealth of Virginia Employees Only)
  2. Do you have a Preferential Hiring Form (Blue Form) as issued under Policy 1.30 Layoff? (Commonwealth of Virginia Employees Only)
  3. How did you hear about this opportunity?

    Newspaper (name)
    VEC
    Agency Bulletin Board
    Radio/TV (name)
    State Recruitment Management System (RMS)
    Other (please specify)

  4. Please specify the media source (newspaper, radio/TV or Other) from question #3. If no response, type “N/A.”

NOTE:  On June 11th, the preferential hiring questions (yellow/blue form) will no longer be asked when applicants complete the initial application. For applicants completing online applications prior to June 11, 2007, the preferential hiring questions will be moved from the top of the application form to the section before the supplemental questions.

Identifying Applicants with Yellow/Blue Forms (Implemented June 11, 2007)
Effective June 11, 2007, two columns will be added to the View/Edit Posting screen to identify applicants’ with a preferential hiring status. This new functionality will allow for identifying applicants in layoff status with yellow and blue forms prior to screening the applications.

NOTE:  For applications received prior to June 11th, human resources staff will still have to review the application to determine if applicants have a preferential hiring status.

Continuous and Multiple Hire Recruitments (Status Update)
DHRM and PeopleAdmin are in the testing phase of a system feature that will allow for managing continuous and multiple hire recruitments.  An implementation date is forthcoming.
