RMS UPDATE AS OF July 2008

RMS Training

DHRM offered RMS training June 10–11, 2008. Training materials have been distributed to HR Directors, RMS Administrators, and training attendees. The following information is from the training and is effective July 1, 2008 unless otherwise noted:

Sub-Location Field

A sub-location field has been added to the job requisition on the RMS.  The sub-locations are the locations listed in the location field drop-down without Federal Information Processing Standards (FIPS) codes.  As of July 1, 2008, all new job requisitions require that the location field contain a location with a FIPS code.  Agencies should not select a location that does not have a FIPS code.  Locations without FIPS codes should be selected from the sub-location field.

July 1 - August 15 will be a transition period to update the location and sub-location fields on requisitions already posted on the RMS.   Because the location field is a required field, agencies must select a location with a FIPS code and move sub-locations (no FIPS code) to the sub-location field.

On September 1, 2008, the sub-locations will be removed from the location field.  This means that job postings listed under the location field without FIPS codes will be removed from the web site.  To avoid the automatic removal of job postings,agencies with the following job posting statuses should immediately begin to transition the job postings to a location with a FIPS code in the location field and select the sub-location from the sub-location field, if applicable:

Applicants can view both the locations and sub-locations from the job posting search page and the requisition. After the sub-locations are removed from location field on September 1, applicants will not be able to search for job vacancies by sub-location.

District Location Field

The following agencies have districts in the district location field:

If your agency is not listed in the district location field, do not select a location from the district location field. Agencies wishing to have district locations added to the RMS should send the agency name, agency number, and district names to: rmsinquiry@dhrm.virginia.gov.

Job Type List

The following are definitions for the job types listed in the Job Type Detail drop-down field:

Full-Time Salaried - Non-Faculty: Full-time employees are assigned to non-restricted, classified or other salaried positions that work the equivalent of 40 hours per week for 12 months per year.

Restricted Full-Time Salaried Non-Faculty: Full-time restricted employees are assigned to restricted, classified or other salaried positions that work the equivalent of 40 hours per week for 12 months per year. A restricted position is a classified position with at least 10% of its funding from non-continuous or non-recurring funding sources, such as grants, donations, contracts, capital outlay projects or higher education auxiliary enterprise revenues.

Quasi Full-Time Salaried - Non-Faculty: Quasi full-time employees are assigned to non-restricted or restricted, classified or other salaried positions that work 32 - 39.9 hours per week for 12 months per year or work 40 hours per week for  9, 10, or 11 consecutive months per year.

Restricted Quasi Full-Time Salaried – Non Faculty: Quasi full-time restricted employees are assigned to restricted, classified or other salaried positions that work 32 - 39.9 hours per week for 12 months per year or work 40 hours per week for  9, 10, or 11 consecutive months per year.  A restricted position is a classified position with at least 10% of its funding from non-continuous or non-recurring funding sources, such as grants, donations, contracts, capital outlay projects or higher education auxiliary enterprise revenues.

Part-Time Salaried - Non-Faculty: Part-time employees are assigned to non-restricted or restricted, classified or other salaried positions.  They normally work 20-31.9 work hours per week for 12 months per year or work 9, 10, or 11 consecutive months per year for at least 1040 hours annually, but less than 32 hours per week (1664 hours per year).

Restricted Part-time Salaried – Non-Faculty:  Part-time restricted employees are assigned to restricted, classified or other salaried positions.  They normally work 20-31.9 work hours per week for 12 months per year or work 9, 10, or 11 consecutive months per year for at least 1040 hours annually, but less than 32 hours per week (1664 hours per year). Salaried Faculty: Salaried faculty are persons appointed to perform teaching, research, administrative, or professional service activities of a college or university on a full-time basis.

Wage/Adjunct Faculty: Adjunct faculty are persons appointed to conduct the teaching, scholarship or creative work, and/or service activities of a college or university on a less than full-time basis. This faculty serves at the discretion of the college or university.

Wage Non-Faculty: Wage employees are appointed to supplement the salaried workforce for temporary, seasonal, or part-time activities.  They are paid for hours worked rather than a fixed salary.  They are normally limited to working 1500 hours annually.

Visual Race/Gender

An option has been added to the RMS for human resources personnel to add a visual observation of race and gender for applicants that do not self-disclose on the online application. Federal/State equal employment recordkeeping and reporting permits the visual observation of race and gender at the time of interview. The information on the applicant’s application WILL NOT change when the visual race and gender observation is added to the RMS. The visual race/gender observation IS NOT calculated in the EEO Summary Report totals.  Therefore, the data for race and gender added through visual observation must be manually calculated and reported on the RMS Applicant Flow Data Entry & Query Tool.

Quick Link with Job Posting Identification

The Quick Link with the Job Posting Identification (ID) column has been added to the “View Postings” page. The Quick Link with the Job Posting ID is used to link directly to the job posting on the website. The Job Posting ID is the unique number assigned by the RMS and should be used to match the Job Posting ID from the RMS with the Job Posting ID in the RMS Applicant Flow Data Entry & Query Tool.  Data collection from paper applications can be matched with the appropriate job posting in the RMS using the Job Posting ID from the Quick Link.

Mandatory Pre-Defined Type of Recruitment Questions

Agencies are required to select from the following pre-defined questions in the database when advertising for State Employee Only and Agency Employee Only on recruitment types:

State Employee Only: Are you currently a Commonwealth of Virginia state government employee? The position you are applying for is open only to current state employees of the Commonwealth of Virginia.

Agency Employee Only: Are you currently a Commonwealth of Virginia state government employee of the agency you are applying to for this job vacancy? The position you are applying for is open only to employees of this agency.

Duplicate Position Numbers

The RMS has been updated to correct the error of duplicate requisition numbers.  Any position with a duplicate requisition number will have the number one added to the beginning of the number.
