Posting RMS Updates
In 2008, DHRM will be using a quarterly posting cycle for the RMS Updates. The RMS Updates will be posted by the 16th of the following months:
DESIGNATED AGENCY RMS ADMINISTRATORS
HR Directors have been asked to submit the names of the persons designated as the primary and back-up RMS Administrators for the agency. The primary and back-up RMS Administrators should be individuals with day-to-day RMS responsibilities including but not limited to approving users accounts, creating/posting requisitions, managing applicants, resetting passwords, and responding to inquiries from human resource users, hiring managers, and applicants. The agency-level RMS Administrators will serve as the primary point-of-contact for DHRM. HR Directors will receive all information sent to the RMS Administrators.
E-NOTIFICATION: NOT HIRED-SEND E-MAIL TO APPLICANT
The “Not Hired-Send E-mail to Applicant” e-notification letter should be sent to only those applicants that have been interviewed. The language in the e-notification letter does not apply to applicants that were not interviewed. A recent audit of the RMS showed applicants that were not interviewed received the non-selection e-notification.
CALCULATING TIME-TO-FILL DAYS
The number of days it takes to fill a position is calculated in the RMS from the job open date until the position is manually designated as “position filled.” The system captures calendar days and not business days. This means careful consideration should be given to the recruitment/hiring process prior to posting a position.

Do not delete the java script information from the website address. Be sure to add the agency website address in both places where http://www.yourwebsite.gov is listed.

RMS TIME-TO-FILL REPORT ON HuRMan
Effective April 16, 2008, the RMS Time-to-Fill Report will be automated and available through HuRMan. Time-to-fill reports will be placed in agency file repositories under the file name RMS_Time-to-Fill_Report. Access to the agency repository through the HuRMan portal is required to gain access to the time-to-fill report. To obtain a username and password, complete the registration form available on the DHRM web site accessible through the ACCESS TO DHRM WEB APPLICATION.
Reports will be updated quarterly and available to agencies on the second of July, October, January, and April. The first time-to-fill report will be available through the agency file repository on April 16, 2008. The report includes all of the time-to-fill data. Therefore, data will have to be set in report format, filtered and sorted by quarter. DHRM provided the reports for the first and second quarters. From the third quarter of 2007-08 forward, agencies will be responsible for the quarterly report. A data dictionary for the report has been sent to HR Directors.
The time-to-fill report includes only positions that have been designated as filled in the RMS. Positions in closed status are not included in this report.
