The IRS 1095 Form showing health coverage for calendar year 2016 will be mailed to health plan participant home addresses the week of January 30, 2017. Contact your tax advisor with any questions. See an information sheet and sample IRS 1095 forms.

Affordable Care Act Nondiscrimination Notice Posted
View the state health benefits program’s Nondiscrimination Notice, stating that the program  complies with applicable federal civil rights laws. Language assistance is also available.

Reminder to Job Applicants

REMINDER: On April 21, 2015 the Commonwealth’s Recruitment Management System (RMS) was upgraded to a newer version.  

To use the upgraded system, be sure to use an up-to-date internet browser including:

  • Chrome (self-updating)
  • Firefox versions currently supported by Mozilla
  • Internet Explorer version 9 and later
  • Safari versions currently supported by Apple
Additionally, you must create a new user account and Virginia State Application to apply for employment opportunities in this system. If you had a user account and application in the old system, you can no longer access that information or check the status of your application. If you applied for a job prior to April 21, 2015, your application will move through the normal recruitment process. The state agency recruiting for the position will review applications and notify you if your application will be moving forward in the recruitment process.

Governor Signs Executive Order 41 (2015)

Executive Order 41(2015) reforms state hiring practices by removing questions regarding criminal history from employment applications. The Order directs that criminal history shall not be a determining factor in employment decisions, unless an individual’s criminal history bears specific relation to the job for which they are being considered.

Banning the Box from the state application requires a systems modification. which will be implemented on April 21, 2015 with the launch of our upgraded online Recruitment Management System. During the interim, our current employment practice of considering only those convictions that are directly related to job requirements will continue.

Enhanced Applied Behavior Analysis (ABA) Services for Autism Spectrum Disorder

The State Health Benefits Program has improved ABA coverage provided to children ages two through six years by removing a $35,000 annual limit on these services. Same Sex Marriage and State Health Benefits

Same sex marriage is now legal in Virginia. Governor McAuliffe issued Executive Order #30 (EO-30) on October 7, which directs all Virginia state agencies and other entities to make necessary policy changes to comply with the U.S. Supreme Court decision not to review the Fourth Circuit Court of Appeals’ decision legalizing gay marriage in Virginia. Employees/participants eligible for state health benefits who become legally married must submit their enrollment request to enroll or add their spouse and other eligible dependents within 60 days of the marriage. See the letter to all health care eligible employees.

EEOC Issues New Guidelines On Pregnancy Discrimination

The Equal Employment Opportunity Commission (EEOC) has issued new enforcement guidance on pregnancy discrimination. The guidance addresses the expanded interaction between the Pregnancy Discrimination Act (PDA) and the Americans with Disabilities Act Amendment Act (ADAAA), as amended in 2008, and between the PDA and the Family Medical Leave Act (FMLA).
