The Department of Employment Dispute Resolution (EDR) has updated (see links below) the Grievance Procedure Manual and the Rules for Conducting Grievance Hearings, which are effective for grievances filed on or after July 1, 2012. Updated grievance forms and a summary of major changes are also included below.
These updates incorporate enhancements and changes from many different sources. First, updates are necessary to effectuate the General Assembly’s approval of Governor McDonnell’s proposal to merge EDR into the Department of Human Resource Management, also effective July 1, 2012. Second, other legislation adopted by the General Assembly in this most recent session (HB637/SB417) needs to be incorporated. These documents include the language necessary to effectuate these changes. However, EDR has also made a number of other modifications based on input from agencies and employees alike over the years. Where improvements could be made, based on input received or issues noted by EDR, such changes have been collected and incorporated. The overall goals are to bring both documents up to date with current law, clarify certain provisions, and generally enable the parties to streamline the process.
